Ed's Notes: Estavan is never encounter on the streets of Sigil - ALWAYS in his 2nd Floor office in the Clerk's Ward. He is the lone representative of the Plane Trade Consortium in Sigil, and as such has his hands in most of the importing and exporting that goes on, making him powerful and well connected.

I see him as a kind of early friendly antagonist for the PC's. He'll help them get established an get work, but they'll quickly fall into his debt. And it will take them a while to realize (1) that he's scamming them and (2) that they can actually KILL him. Of course... actually killing him would be a HUIGE mistake that would earn the PC's many very wealthy enemies, but at that point the could probably cut a deal to sever their ties (and debt) with him. I DO really like this guy!
