Ed's Notes: They never say where these guys magic items are forged, so since he has TWO I figured one in Sigil and one from Arcadia would be fitting. Throughout several modules and adventures, the PC has run-ins with the Harmonium. While most will be adversarial, Factol Sarin is not a EVIL man. If they meet him however, the PC's may learn the lessons that GOOD in not necessarily NICE and Good is not SOFT.
